The 46th BCS Application 2023 has been published by the Bangladesh Public Service Commission (BPSC). The Bangladesh Public Service Commission (BPSC) is one of the key constitutional bodies with a clear mandate to select suitable and qualified persons for the service of the Republic. Like many of its counterparts in different countries, it has been performing a major national role in promoting excellence in the human resource planning of the government as well as in ensuring impartiality in civil service management.
BPSC performs its function by selecting, through nationwide competitions, suitable persons for appointment to the service of the Republic. Along with the constitutional requirement of selecting public servants, the Commission is also mandated to advise the President of the Republic (in referred cases) in framing recruitment rules, making recommendations for promotions and transfers on matters affecting the terms and conditions of service and on disciplinary issues related to service.

Vacancies in any of the mentioned cadres may be subject to change due to new recruitment, promotion, retirement, death, resignation or removal of the officer.
Equivalence Certificate:
If a candidate does not have the prescribed educational qualification for the respective cadre post mentioned in the notification, the candidate cannot apply. If any candidate claims that any degree acquired by him from abroad is equivalent to any educational qualification mentioned on the side of the said BCS cadre posts, he shall submit the attested copy of the equivalence certificate issued by the concerned Equivalence Committee to the Board of Oral Examination along with the online form at the time fixed by the Commission.
Medical degree holders are advised to contact BMDC for Equivalency Certificate, Veterinary Council for Animal Husbandry/DVM degree holders and Education Ministry/concerned authorities for other degree holders. The original copy of the said equivalence certificate must be presented to the interview board at the time of oral examination. Otherwise the oral examination will not be accepted.
Eligibility of Landed Candidates:
If a candidate has appeared for an examination in which he/she will qualify for the 46th BCS examination if he/she passes the required class/category and if his/her result is not published by the last date of submission of application form for the 46th BCS examination then he/she can submit the application online. But it will be accepted temporarily.
Only those candidates who have completely completed all the written examinations at the Graduate or Post Graduate level by the last date of receipt of application form for 46th BCS Examination i.e. 04-01-2024 will be considered as qualified candidates.
In this regard, the certified copy of the certificate containing the date of commencement and completion of the examination issued by the concerned Controller of Examination, University Departmental Chairman or Head of the Educational Institution shall be submitted to the Commission by the candidate along with the hard copy of the BCS Application Form (applicant’s copy) at the oral examination board at the time directed by the Commission.
Any affidavit without mentioning the date of commencement and completion of graduation/post graduation examination will not be accepted. The original/provisional certificate of the University and the original copy of the passing certificate must be submitted to the Commission as evidence of passing the said examination in BCS Board Oral Examination. Otherwise the oral examination will not be accepted and the candidature will also be considered cancelled.
Date and time of start and end of online application form (BCS Application Form) and deposit of examination fee:
Date and Time of Application Form Filling and Fee Submission : 10.12.2023 at 1000 AM.
Last date and time for submission of application form: 31.12.2023 at 6:00 PM.
Last date of submission of application form : 31.12.2023 by 6.00 pm only candidates who have received User ID after 72 hours of that time (i.e. up to 6.00 pm on 03.01.2024) through sms (following instructions in paragraph 1 of the notification ) can submit the fee. No application will be accepted after the prescribed date and time.
Special Note: It is advised to finalize the submission of application form and deposit the prescribed fee without waiting for the last date and time.
Age Limit : Age as on 1 November 2023
- Age 21 to 30 years (minimum date of birth 02.11.2002 to maximum 02.11.1993) for all cadres except sons and daughters of freedom fighters/martyrs, disabled candidates and BCS (Health) candidates.
- Age 21 to 32 years (minimum date of birth 02.11.2002 to maximum 02.11.1991) for sons and daughters of freedom fighters/martyrs, disabled candidates and BCS(Health) cadre candidates.
- Age 21 to 32 years (Date of Birth Minimum 02.11.2002 to Maximum 02.11.1991) for BCS (General Education) Cadre only in case of minority group candidates. Application form will not be accepted if the candidate is under or over age.
How to Fill BCS Application Form Online:
The candidate is required to complete the online application form prescribed by the Commission through Web Address of Teletalk BD Ltd: http://bpsc.teletalk.com.bd or Web Address of Bangladesh Public Service Commission: www.bpsc.gov.bd online registration process and prescribed fee. How long will the submission be completed? On opening the said website, radio button of 46th BCS Advertisement, Instructions for Submitting Application and Application Form prescribed for 3 category posts created by Cadre Option will be visible.
45th BCS notification will be available by clicking on advertisement radio button. The detailed instructions related to filling the application form online on the Commission’s website www.bpsc.gov.bd, submitting the fee through sms and receiving the Admit card will be given in the header. Before filling the online form, the candidate can download the instruction section and master each instruction well. There are 3 categories of Application Form based on Cadre preference viz:
- Application Form for General Cadres
- Application Form for Technical/Professional Cadres
- Application Form for General and Technical/ Professional (both) Cadres
If the candidate wants to be a candidate of General Cadre only, the general cadre application form will be visible by clicking the radio button of General Cadre application form. Similarly, if the candidate of general and technical professional cadre wants to click on the 3rd radio button assigned to both cadre, the application form of both cadre will be visible. Once the desired BCS Application Form is visible, fill each part of the form as per the given instructions.

Online submission of BCS Application Form:
Candidates participating in the 41st BCS examination should apply online only by filling the application form approved by the Commission following the procedure mentioned in paragraph 6 of this circular and following the instructions given in the instructions for filling the BCS examination application form online. Candidates should download multiple copies of the filled BCS Application Form and keep it with themselves for submission at the time fixed by the Commission.BCS Application Form (applicant’s copy) submitted online will be downloaded from the commission’s website along with the documents mentioned in paragraph 14 of this notification and will be submitted to the board on the day of the oral examination.
46th BCS Circular Application 2023 Declaration:
The candidate has to declare in the declaration section of the online application form that all the information provided by the candidate in the application form is correct and true. If the information provided is found to be untrue or false or if any ineligibility is found or if any fraud or corruption is resorted to before or after the examination or even after the recruitment at any stage the candidature shall be canceled and any legal action against him including declaration of ineligibility to apply for any recruitment examination shall be taken by the Commission. can be accepted.
As per the given declaration the candidate will automatically download the admit card from the website for the preliminary test and receive it provisionally. Later, if any of the above-mentioned ineligibility/corruption is proved, the provisionally obtained admit card and candidature will be considered cancelled.If successful in the preliminary test and written test, the candidate must submit the appropriate certificate in favor of each information given in the online application form along with the downloaded copy to the commission along with the relevant documents as per the instructions of paragraph 14 of this circular.
If a candidate fails to submit proper certificates/certificates in proof of the information provided online and educational qualification or does not have the prescribed qualification for any cadre or fills up the application incorrectly or any ineligibility or any substantive error is detected at any stage his/her candidature will be deemed to be cancelled.
Examination fee.
After completing the online application form by uploading the photo and signature according to the instructions, the application preview with the photo can be seen on the computer. Candidates will get an applicant’s copy with a User ID photo and signature after submitting the application form accurately. Candidate’s photograph and signature must be visible on the application preview and applicant’s copy. The applicant’s copy should be printed or downloaded and saved.
A User ID will be given in Applicant’s copy and Teletalk BD Ltd. will use this User ID. According to the instructions given by the SMS through SMS, the candidate will deposit the 46th BCS exam fee Rs. According to the provisions of rule 9(4)(b) of the same rules, minority candidates, disabled and third gender candidates shall deposit 100/(one hundred rupees) towards the examination fee and can download and print the admit card.
Any candidate who is not a candidate belonging to Minority Group/Disabled/Third Gender will not be admissible after the last date of submission of application forms even if a candidate pays a fee of Tk. Due to non-submission of the said substantive i.e. prescribed fee at any stage before or after the preliminary test, written and oral test, the candidature of the concerned candidate will be canceled as per the conditions of the notification.

Photo (Photo); Application preview can be seen after filling Part-1, Part-2 and Part-3 of BCS Application Form. Candidates will not be accepted in the designated area of Preview not less than or more than 300 x 300 pixels and file size not more than 100 KB. A color photo of the candidate taken not more than three months ago should be scanned and uploaded. Black and white images will not be accepted. If the photograph is not printed on the applicant’s copy, the application form will be rejected. Face and ears should not be covered while taking pictures. Photos with sunglasses will not be accepted.

Signature: Not less than (Length x Width: 300 x 80 pixels) and file size not more than 60 KB is acceptable in the prescribed space for signature in the Application preview, the candidate has to scan and upload his own signature of such size. If the signature is not printed on the applicant’s copy as per the mentioned instructions, the application form will be considered rejected.
Admit Card:
According to the instructions of paragraph 9 of the circular, after depositing the prescribed examination fee, the candidate can download and collect the admit card containing the automatically allotted registration number through the computer from the following registration number range of the center applied for by using a User ID and password given in the reply received in the sms message sent from Teletalk. Later, if any ineligibility is detected at any stage before or after the examination, the admit card will be considered cancelled.

BCS has three tiered examination system
According to the provisions of BCS (Age, Qualification and Test for Direct Recruitment) Rules-2014, the Public Service Commission conducts the following 3-level recruitment test for the purpose of selecting suitable candidates for Bangladesh Civil Service.
First level: bcs application MCQ Type Preliminary Test of 200 marks.
Second Level: Written Test of 900 Marks for Candidates Qualified in Preliminary Test.
Third level: Oral test of 200 marks for candidates who qualify in the written test.
First level: MCQ Type Preliminary Test of 200 marks
Due to the large number of candidates compared to the vacant posts, the Bangladesh Government Jobs Commission takes the MCQ Type Preliminary Test of 200 marks as per Rule-7 of the BCS (Age, Qualification and Direct Recruitment) Rules-2014 to select the suitable candidates through the written test. Till the 34th BCS exam, preliminary test was accepted with 100 marks.According to the provisions of BCS Examination Rules-2014, MCQ Type Preliminary Test has been introduced on 10 subjects of 200 marks in 2 hours from the 35th BCS examination.

2nd Level: Written Test of 900 Marks (Average Pass Marks 50%)
Candidates declared qualified by the Commission in the Preliminary Test have to appear in the written test of 900 marks. According to the prescribed educational qualification, 27 cadres are divided into two categories: general cadre and technical/professional cadre.

Detailed Syllabus of BCS written exam Job-related subject test
Candidates who are opting for both General and Technical/Professional cadre posts are required to appear in the written test of 900 marks in prescribed subjects for General Cadre in addition to 200 marks in relevant subjects for relevant post or service.
3rd Level: BCS Oral Test of 200 Marks (Pass Marks 50%)
It is mandatory for the candidates who have cleared the BCS written exam to appear in the oral exam of 200 marks. 50% pass mark in oral test.
